In first screen enter: 2.0.8 for 32 bit or 2.0.7 for 32-64 bit
Extract and run VLCPortable.
If you drag'n drop a file on (or open with) VLCPortable: it will be opened in VLC.
Settings of installed VLC should be preserved.
